Citizens, and what being with the state's insurer actually means
Citizens is not a normal carrier and was never meant to be a permanent home. Understanding the three rules that govern it is the difference between choosing it and ending up in it.

Three rules that do not apply to anyone else
First, eligibility: Citizens is available when the private market will not write you at a comparable price, and a private offer within a set margin of the Citizens premium ends your eligibility. Second, flood: Citizens has been phasing in a requirement that personal residential policyholders carry flood coverage, on a schedule tied to coverage amount. Third, assessments: if Citizens exhausts its reserves after a catastrophic season, its own policyholders can be surcharged and, beyond that, policyholders across the state can be assessed. That last one is the part nobody mentions at the point of sale.
What moves the premium
- The same wind and roof factors as any Florida property policy.
- Which Citizens form you qualify for, since wind-only and full coverage are different products.
- Your flood arrangement, now that it is a condition rather than an option.
- Whether a takeout offer has arrived, which can change the question entirely.
It is a floor, not a destination
Being with Citizens is not a failure and for many South Florida homes it is the only real option. But it should be revisited every renewal, because the private market moves, and the day it will write you at a fair price is the day the state stops being your insurer.
